Abstract:
|
PURPOSE: The disposal
and reuse of the Vint Hill Farm Station, an Army
intelligence gathering facility located in northern
Virginia, is proposed. The 701-acre facility is
located about five miles east of the town of
Warrenton and seven miles west of the city of
Manassas. Since its acquisition by the Army in 1942,
a variety of intelligence-related activities have
been conducted at the facility, including the
training of radio intercept operators,
cryptanalysts, and radio repair technicians, and,
more recently, providing logistical support for
intelligence and electronic warfare. For planning
purposes, the facility has been subdivided into four
study areas: the 18-acre area of the central complex
of buildings, pre-dating development by the Army;
the 92-acre area of post commander's headquarters,
firehouse, medical clinic, and other facilities; the
450-acre area of antenna sites within secured
fencing; and the 141-acre area of residential units
and a wastewater treatment plant. Up to 27 sites
scattered throughout the property have been found to
contaminated by hazardous substances. Three
alternatives, including a No Action Alternative,
under which the Army would maintain the property
indefinitely in caretaker status, are considered in
this final EIS. Under the encumbered alternative
(the preferred alternative), the Army would impose
certain restrictions on reuse plans relating to the
protection of cultural resources, wetlands, or
wildlife habitat. The unencumbered alternative would
not impose any conditions on reuse. A reuse plan for
the entire area has not yet been selected, but after
the release of the draft EIS, the Fauquier County
Board of Supervisors submitted a plan for developing
a residential district on 435 acres of adjacent
property. The development would include 1,596 units;
the units would use the wastewater treatment plant
on the former Army property. POSITIVE IMPACTS: The
encumbered disposal would maintain consistency with
adjacent land use, protect human health, protect
biological resources and surface water quality, and
aid government remedial actions. NEGATIVE IMPACTS:
The encumbered disposal could reduce market value
and inhibit the full economic development of the
site. LEGAL MANDATES: Comprehensive Environmental
Response, Compensation, and Liability Act of 1980
(42 U.S.C. 961(h)) and Defense Base Closure and
Realignment Act of 1990 (P.L. 101-510). PRIOR
