View: Iraq's already fragile business environment has worsened even further as violence has flared in
the western province of Anbar. The likely resultant exacerbation of the poor government capacity will
further undermine progress in Iraq's water sector. That said, the reconstruction and development of Iraq's
water infrastructure continues and will benefit from a sizeable investment plan and an inflated 2014 budget.
However, low project completion rates due to government agencies' lack of accountability and technical
capacity, as well as frequent delays in the approval of projects and the transfer of funds by the central
government, will limit rewards.
The market remains too risky for the majority of international construction firms, and tariffs are too low to
attract any major players in the sector. As such, we see the sector being moved forward by local or regional
firms, alongside international agencies.
