We believe that persistent economic instability combined with ongoing uncertainty surrounding
the structure, management and privatisation of the water sector will continue to inhibit new developments
and investment into it. Potential government investments and the development of a more coherent system
could, however, rectify some of these issues.
Italy has an extremely fragmented water sector with a strong divide between the urbanised industrial north
and the heavily agricultural, rural south. This has led to two distinct water sector systems. In the north,
municipal and industrial distribution networks are almost completely separated. Industries supply their own
water, while irrigation is managed collectively by farmer associations. Conversely, in the south, there is an
integrated interdependent water supply, as everyone relies on reservoir water and the majority of companies
are state-owned.
