We are forecasting steadily rising potable and non-potable consumption over 2013-2017, basedon population and household growth and increased demand for water, stemming from irrigationneeds. Being one of the world's most water stressed countries, the government is facing extreme watershortages and is targeting the problem from the supply side, investing in new desalination plants to meetshortfalls as opposed to targeting sources of over-consumption. In spite of government rhetoric,desalination plants will continue to be the country's main source of potable water, as research anddevelopment costs, an opaque regulatory system and a poor track record for attracting foreign investmentwill prevent other solutions from being implemented in the short to medium term.Kuwait has an arid climate, low levels of rainfall, lack of permanent surface water and limited renewablewater resources that come in at only seven cubic metres per year per capita, which is very low even incomparison with its Gulf Cooperation Council (GCC) peers. Despite this, BMI is forecasting increasing percapita consumption over 2013-2017.
